The information below summarises the overall class of consumers that fall within the target market for PREPAID VISA CARD, based on the product key attributes and the objectives, financial situation and needs that it has been designed to meet.

This PREPAID VISA CARD has been designed for consumers whose likely objectives, financial situation and needs (as listed below) are aligned with the product (including the key attributes). The PREPAID VISA CARD is for:

Individuals or businesses who wish to utilise the the Visa network to pay for goods and services

Product description and key attributes

The key eligibility requirements and product attributes of this PREPAID VISA CARD are:

  • Debit card facility utilising funds on hand in a designated ADI account

  • Eligibility is determined by standard KYC/KYB and CTF legislation

    Objectives, financial situation, and needs

    This product has been designed for individuals who:

Wish to have a convienient payment method utilising the Visa/Mastercard open loop payments network

Excluded class of consumers

This product has not been designed for individuals who:

Cannot verify their identity to satisfy Australian KYC/KYB and CTF identity standards

Consistency between target market and the product

Target market is generally inclusive and open. Payment Network availability is widely available and is utilised as a metter of course in daily activity.

3. How this product is to be distributed Distribution channels

This product is designed to be distributed through the following means:
The BILLI application is available for download via the Apple store and Google play store

Distribution conditions

This product can only be offered and/or issued in accordance with the relevant product terms and conditions outlined in the Product Disclosure Statement (as amended from time to time) and is subject to the following further Distribution Conditions:

  • Can be distributed to retail investors via the PREPAID VISA CARD Product Disclosure Statement

  • Participant has access to mobile device with authority to install applicationsAdequacy of distribution conditions and restrictions

    Adequacy of distribution conditions and restrictions

    Downloading and installation of applications to mobile devices is a widely accepted and commonplace activity

4. Reviewing this target market determination

We will review this target market determination in accordance with the below:

Initial review

Within three (3) years of the effective date.

Periodic reviews

At least every every three (3) years from the initial review.

Review triggers or events

Any event or circumstances arise that would suggest the TMD is no longer appropriate. This may include (but not limited):

  • a material change to the design or distribution of the product, including related documentation;

  • occurrence of a significant dealing;

  • distribution conditions found to be inadequate;

  • external events such as adverse media coverage or regulatory

    attention; and

  • significant changes in metrics, including, but not limited to, complaints,

    and cesation of access to the Visa Network

Where a review trigger has occurred, this target market determination will be reviewed within 10 business days.

5. Reporting and monitoring this target market determination

We may collect the following information from our distributors in relation to this TMD.


Distributors will report all complaints in relation to the product(s) covered by this TMD on a quarterly basis. This will include written details of the complaints.

Significant dealings

Distributors will report if they become aware of a significant dealing in relation to this TMD within 10 business days.
